The above handbook from GHSA is a good thing. Years late, but good, tho it fails to spell out the requirements in detail. What they need to do was be specific..This is the way it will be done. When an opening is left by GHSA, local associations will take advantage. GHSA does not have the personnel to oversee local sports officials associations as neighboring states do. Associations are basically free to operate without much oversight. And thats a bad thing. There is a growing need for GHSA to monitor and audit local associations on a routine bases. Ask for a volunteer to monitor area associations. If one sport is monitored during closed book testing, all should be monitored.

Page 11 of the handbook addresses ASSIGNMENT OF GAMES . Asked associations to do 5 things to enhance game assignments.
1. Each local association shall have an Assignment Coordinator.
    A. Ideally, this should be an assigned position, in an attempt to remove any political bias from the position.
2. Develop criteria for ranking games based on their level of competition.
3. Develop criteria for the ranking of officials based on their level of competency.
4. Develop an availability system that is kept current.
5. Develop a system for handling turn-backs of games.

Maybe some associations have complied, others looked at it, and there are those that, well business as usual. While I think its good to have a "certified " or "85" rating. Such rating should not make it law that the majority of them officiate every day.
